All of Congress needs to be allowed to read the transcripts of all of these depositions, and all who desire should be allowed to attend because the power of impeachment applies to the whole body of the House of Representatives, not just a committee or the Speaker of the House.(Article 1, Section 2, Clause 5, US Constitution) It is unconstitutional to exclude any Member of Congress from knowing all that is going on in this process. It’s not Congressman Schiff’s place to restrict access in what the Democrats are calling an impeachment inquiry, because anything to do with impeachment is exercising a power that belongs to every House of Representatives Member.
Also, the rules of the House would require an impeachment inquiry to begin in the Judiciary Committee, but that committee has been completely shut out. The Constitution requires more than 80% of Congress to agree to keep something secret in their proceedings (Article 1, Section 5, Clause 3, US Constitution) That means 349 or more of the 435 House Members would need to agree to exercise impeachment power via an impeachment inquiry or deposition, in secrecy, before it would be Constitutional to do so.
