Pre-emptive pardon SHOULD BE unconstitutional. Lacks due process, by definition because there IS NO PROCESS. Pardon power should be used only for those convicted of a crime. Then the pardon can be evaluated in the context of the trial, sentencing, and other relevant information. The president SHOULD not control “stay-out-of-jail-free-before-you-are-arrested” cards.
I’m wondering if they’d even stand up if challenged in court.

@You never know! There WAS enough evidence. A lot of arrests but Trump hired himself an AG, Bill Barr, who believed a sitting POTUS could not be indicted. And then to save Trump’s party, his Senators largely fell in line and acquitted him on technical reasons (can’t impeach in an election year, can’t impeach after an election).
