  6. It’s better to not violate are own laws and procedures to do a prison exchange. It’ll only promote more fools to go to China for business or as tourist. They’ll think they can be exchanged when things turn bad. Appeasement will only lead to worse outcomes and prisoner exchanges becoming the new norm.
