Exactly what he’s trying to say lack of experience from both the arresting officers point of view to the inevitable powers of the prosecutors will place the criminals Infront of him and they will get away because there is a gap in knowledge, so much of these police and different bodies of government workers have the degrees but not the experience to do the job properly so that when they the criminals are arrested then placed before the court the charges stick, he’s basically bring all the experience and offices under the DPP so that knowledge can be shared and room for growth to take place or we will be loosing those young minds due to frustration and other Government agencies.

Am looking at the comments and realize the people here dont understand one thing this man just said, saying all sorts of weird comments that makes no sense smh it’s crazy, it’s both laughable and sad at the same time in a day and age like this it seems our people have gone backwards and have become truly “fully dunce”.

    1. Police only have their own understanding of the laws. In effect they are really just a step above private security guards. Any private security guard tries to tell you he is better than an official witness is stupid. He is there to look pretty, see things, and properly keep records that state he saw x occur at y time on z date for court, without saying he thought this or though that.. his thoughts mean nothing.
      Police, and inspectors, having learned more of the laws, can actually start using their experiences to state why they thought x or y.
      But without the DPP no case can ever go forward. The DPP has to interpret the laws and put the evidence and witnesses together in a way that proves to the judge that the person is guilty and should be punished. They also need to use their knowledge sometimes to say to the police that this persons case is not strong enough and more evidence or witnesses are needed.
      Finally, the Justices are needing to step up their own game. More are needed, as we must have faster pretrial hearings and faster trial dates. When a person is arrested in 2005 but does not get to trial until 2020 the witnesses may not remember or may remember gleaner accounts rather than what they really saw.. so how is Justice served?

    2. @Brother Adam Sorry sir I disagree with your argument saying police are a step above security guards, that argument is very juvenile and I expect a better argument from you, Police officers are trained in many areas not just to respond but to investigate and interpret the law, there is also the science of criminology, and crime scene investigation, there are also police officers who are trained lawyers, accountants re financial crime investigation and other areas of policing. Please sir while I understand that you might not want to accept it the work of the police is alot more complicated and complex than it seems to the layman but I know that your dislike for the police has caused you to trivialize the work of the good ones and am defending only the good ones I know police officers who hold Masters Degree in the field of Forensic Psychology and Science and Bachelor in Criminology and now doing a PhD in their field are you saying that police officer is a step above a Security Guard… Be real and have some respect for people who actually serve their country at the highest level.

  4. Jamaica has several problems from the Justices to the DPP to Moca. We have an attitude right now that Police are the fault of everything, but, Police arrest people for violating laws. DPP then has to either charge them and set court dates or set them free. And courts have to hear the cases. So increase the prosecutors and judges so we do not have cases falling apart because witnesses died or moved since it took so long to hear cases. And Moca needs to start being vocal concerning Police owned businesses such as taxicabs and bus and other ventures as right now there are foreigners who are telling me that red plate vehicles are not persecuted for traffic violations because when they get pulled over the driver calls is boss who calls the policeman and gets them let go

The learned Chief Justice is basically indicating there is a lack of knowledge within the integrity commission and moca as it relates to prosecution, he’s is saying the DPP has a wealth of knowledge of over 60 yrs and this knowledge would be better served putting both MOCA and the Integrity Commission under the same Umbrella of the DPP to better serve Jamaica in its prosecution efforts but my thoughts is if they are both working towards the same issue of fighting crime and corruption it’s easy for them to reach out to the DPP to vet the documents and evidence before submitting them for the courts, I mean in the good old days when investigation was simple a Detective Inspector or DDI would vet the documents and statements to include evidence before submission and then senior Clark of the Courts would also vet the documents and question the arresting officer to ensure all parties were on the same wave length, it’s sad in this day and age I see police officers in coroner’s court unable to even give proper identification of deceased person’s and how they came by the dead person name when in this day age and time we have finger print to help us, social media and other tools to include the Scene of Crime who would have gather certain information and taken pictures, the police in present day Jamaica 🇯🇲🍃🍂 has lost their way they are not investing enough time in doing and learning policing and the science of being a police man or woman, they are distracted as you say running bus, being producers of music 🎵, they have become apart of the Social Media wannabe 🌟 Stars they are literally bullies and fools on every social media platform that can capture them making multiple mistakes arguing and fighting with John Public, they have forgotten not to fight with every accused but they can summons them court, or get a Warrant of arrest and take that person out of their comfortable beds early at 4am without pulling a gun or ending being charged themselves. The days of when police were special and a pillar of the community is gone it’s over they are distracted. The chief justice idea may work I believe it can work am just sorry all these new ideas and agencies were not around when good police officers who were in the system and now that many have left because of frustration we see the flaws and the bleeding wounds of the JCF because no one is left to teach the young Wanna Be Social Media Police Stars 🌟…. SMH who just aren’t ready or just watching and waiting for the right time like the chief justice is saying to exit the stage of public life.

    2. @Norman Walters the DPP may have an abundance of knowledge but if the DPP and the Justices were doing their parts then we would not have any person claiming to be arrested and kept in holding facilities without charge for even a weekend, much less a year as some have been according to the Gleaner. We must do better. But we cannot put the blame on Police as right now them getting blamed for arresting people for Zoso or Curfew breaches is wrong.. they did their jobs..it is the DPP or the courts themselves failing to either prosecute or release the accused persons. A Police Officer is not a judge or a jury or a prosecutor. He can only question and arrest if he believes it is warranted. The Prosecutor has to decide if the Arrest is legal or is it needing more evidence for court. And judges have to decide to hear the cases, or refuse them due to evidence being insufficient. But right now we have police deciding cases on the streets because the courts are too slow and the DPP too slow so we have a money lets crimes go free attitude…
