Researchers say the coronavirus may be more contagious than current data shows
The so-called R naught of the disease, a mathematical equation that shows how many people will get sick from each infected person, is around 2.2.
World health officials caution that it may take months before the true R naught is known as more coronavirus cases come to light.

I am going to look at it from the Chinese perspective as we certainly know it from our own. Devils advocate if you will.
To the Chinese government and for the most part its people, if you ask them which they value more out of democracy, wealth, or stability, the latter will always be the majority opinion.
To the local government all they saw initially was a doctor spreading unconfirmed rumors about what they would have perceived to be a possible SARS outbreak and so came down on anyone giving information through informal channels before the local government could confirm what they were dealing with.
As soon as they had the information from the doctor and had a confirmation from the doctor that he would not brief the public via informal channels which in local governments eyes risks causing a panic in a city of 11 million people before any form of government response can be organised, he was allowed on his way and they shut down the market and began investigations, but still little to no information was given to the local population, presumably again due to local government calculating based on the low infection rate of SARS that a panic before prepared could kill more people than the virus itself.
On the flip side, as soon as central government got wind of what was happening which unfortunately was several days later, they acted with great speed to try to get ahead of the situation. While local government was slow to identify the problem accurately and notify its people accordingly, central government was very quick at notifying the world, having a fully mapped virus in the hands of the global community before 500 cases were confirmed,
For all the rights and wrongs we may think we see from the outside looking in, try to keep in mind, be they government workers or private citizens, unlike in some western nations, they are all collectively trying to do the best they can for each other under very difficult circumstances, and under such circumstances a bucket load of judgment calls will be made, and not all of them will be ones we would consider correct.
Good luck to China, and to all of us, for when this Virus has run its course, and it will, there will still be over 7.8 billion people on this world staring down the barrel of a gun with regards to the future of this earth, and if we are to keep it habitable for humanity, we will need each other.

Tyrannical governments live in constant fear.
The fear the people have for their government is far more important because that’s the difference between standing up to tyranny or just accepting it. A government is only as powerful as the people allow it to be.
