@Jo-Erlend Schinstad If the judge rules that the defendant is NOT aware of the consequences of his actions (following the advice of experts)…then he or she is sent to a mental institution for the criminally insane (that is the law in every state). If and when the psychiatric team decides that the patient understands what he or she has done, then they are remitted to the court once again to face a prison sentence or be released for time served. And I totally disagree. The PP does not comprehend that his actions have resulted in 1000’s of unnecessary deaths.
