That is not at all true. James Madison specifically wanted a balance of power in government because he had a dim view of human nature. The founding fathers were not naive. There have always been garbage bags like Trump seeking political power. The problem is that the balance broke down when Republicans in the Senate did not hold Trump in check. They conspired with the corrupt executive branch. That left only the judiciary branch to hold the government in check. That is why Trump along with Republicans have been so busy stacking the courts with conservative judges. They want to defeat that last check.
