Incompetence abounds
The question is whether the level of corruption exceeds the level of incompetence. I’d say it’s neck-and-neck at the moment.
All staffing shortages are due to a lack of pay, except for government positions. Government positions have no turn over, so virtually nobody is in training to take the position. You can never be too slow or too wasteful or too incompetent for a Government job because there’s no other government to compare or compete.

Make it easier to get a government job and you wouldn’t be short staffed. No lack of applicants, that’s for sure
