All he had to do was stop at “it’s not fair.” That’s the definition of being ruled by fiat and not law. If you’re going to impose a law it has to be applied evenly.
Open your stores, take the fines, and jam the courts.
NO MATTER WHAT, DO NOT PAY these fines.
If everyone opens at once there won’t be any fines.
