His orders directing Mueller to investigate Trump were to protect him from prosecution over a memo he wrote saying it was ok for Trump to fire the head of the FBI. Rosenstein was always there to help himself and if that meant protect Trump, sell out the US, fine. When he heard the noise of the bus he was about to be thrown under approaching he showed that it was first him, second Trump.
