@Annie B I think you are confused, Martial Law uses military and applies to everyone no matter what, Emergencies Act is time and scope limited that follows the Charter of Rights and freedoms, if invoked it has to follow that principal. He also takes full responsibility for enacting it putting his job on the line and knows it.
