Could the patients go to a small local hotel on a not for profit basis funded by the government as an interim solution .? This will also free up beds / nursing staff and reduce their risk of catching covid . There may be something suitable in Runaway Bay – The caseload may be managed by a senior nurse with a team of auxiliaries and ancillary workers – jobs for the locals who know the terrain and possibly the patients relatives ?
