Young people are leaving schools no job, they need to setup a training session and training programs in each community, with councilors, for guidance and job programs, just like the youth service (I think it was Mr Michael manly start that program and it going well until we hear nothing about it again, the devil find work for idle hands, most of the youths have nothing to do, some can assist with maintenance programs in government facilities and so on, get some of the elderly as guidance counselors,or guide them with their pass experience, May be that could help as long as there is no bias, each one gets their team to go by month or year keep them occupied and focus.
