20% might be a little low but you are correct alot won’t. My concern is if the vaccine is made a condition of employment. The government may not force you directly to take it. However they can make it difficult to live if you can’t leave your home or work without taking it.. Canada is already talking about if you don’t take it your not leaving your home. Now we are not Canada but they are our neighbor .
