The reason is simple – going after the rich is EXTREMELY expensive, with a much higher than normal chance of losing, and a high risk of consequences to prosecutors.

My impression of Trump is that for a long time now he has consistently LOST money in his real-estate operations, and will soon start missing payments to DeutscheBank, who will foreclose on the fillings in his teeth. That’s why he is running for President and will run for President forever (and lose forever, because if he ever wins he can’t run for a third term, would have to stop campaigning immediately, and knows he doesn’t have the numbers across all of the States to get the Constitution changed to give him a 3rd term). Trump’s income for the rest of his life is raising campaign-contributions and stealing them from his campaign. That’s his only path to solvency. Book-sales and speaking-fees won’t be enough money to bail him out.
The way to steal from your own campaign-fund is you pay a consultant $10 million and he gives you back $9 million in untraceable cash. And since Trump owns hotels, his campaign-workers, when they have to travel, will stay in Trump-owned hotels. The campaign will be charged $10,000 per night for those room-rentals when on any other night that room will go to any other person for $1,000. Trump perfected these methods with his “non-profit” foundation in New York State before he was President and his children learned the methods with the Inauguration-event charity.
The grift that Trump could make from being President a 2nd time, from charging foreign governments the moon to put their people and galas in his D.C. hotel (which the foreign government would know full well is actually a bribe to the President) would only last four years, but, you never know. There’s other gains he could leverage from four more years. BUT, some of that stuff isn’t going to show up on a tax-return.
