At minimum these cross borders should have app installed to do proper contact tracing. Utter failure of Trudeau. Also some education to ensure they are wearing mask properly and random Covid testings to see how many infection slips through.
Yet there are strict rules on interprovincial travel, where Canadians are having difficulties seeing their families in other provinces!
