Philadelphia has increased the ability to cast mail in ballots. Prior to this year, other than absentee ballots, there were no other mail in ballots. So far it is working quite well drop boxes included.
Then explain why my neighbor got a ballot for his mother who’s been dead for 6 years ,she was a registered democrat!
