Disband the entire force and start fresh , corruption free.
No need to disband the whole force. Construct a committee of retired officers with solid backgrounds to interview prospective commissioners. Investigate the applicants background in policing and vote in the most appropriate candidate. Have a yearly survey of all members of the force to determine if the commissioner should stay or go. Keep the appointments out of the governments hands.
