The Chinese government's alleged actions in Xinjiang have violated every single provision in the United Nations' Genocide Convention, according to an independent report by more than 50 global experts in human rights, war crimes and international law. The report, release by the Newlines Institute for Strategy and Policy think tank in Washington DC, claimed the Chinese government "bears state responsibility for an ongoing genocide against the Uyghur in breach of the (UN) Genocide Convention." China denies allegations of human rights abuses, saying the centers are necessary to prevent religious extremism and terrorism.

So I have no idea where you got the birth rate numbers that you listed. Second of all, the statistics that appears in the article literally shows the birth rate decreasing. There is even a subheading in the article that says:
“Cause Analysis on the Declining Trend of Population Growth in Xinjiang in 2018”
The article is literally telling the readers that the birth and natural growth rate has been declining every since 2017. Thank you so much for providing proof that literally backs up my own claim and disproves yours, I really appreciate it LOL
