Graham’s statement you quoted is the truth. The House of Reps don’t really need a reason they can just begin an impeachment inquiry. It is about honor and integrity of the office, which is why we are where we are. The current White House occupant has taken away the honor and integrity.

It is. The Constitution *never* defines “high crimes and misdemeanors”, leaving it up to each member of Congress or decide what they are. If I am in Congress and you are the President, my hating you is enough of a reason. Additionally, impeachment isn’t a legal proceeding. The rules of court do *not* apply. In fact, Congress *itself* get to decide the rules and a conviction *cannot* be appealed.
Think of it as like being fired from a job. In this country your boss can fire you for *any* reason, or even *none* at all. The *only* illegal reasons are those that are *specifically* prohibited by law.
