Ted is using a straw man fallacy. He is making a mischaracterization of what the other Senator said and then attacking the mischaracterization. It’s like if I said I don’t like how the police treated someone and you said. “So you hate the police and you want them all defunded, who are you going to call when there is someone breaking into your home?” It’s a way to “win” an argument very easily without actually having to engage in the question at hand.
