Okay so I pass a law & that law doesn’t apply to me. I have heard of American Exceptionalism but have never heard of American Chief Executive Exceptionalism as defined in the Law & Constitution!

The refusal to implement or even publish new CDC COVID guidelines makes it readily apparent that the Trump administration has been pursuing a herd immunity strategy all along. This policy is also evidenced in his refusal to wear a mask or order enough PPE production for public consumption. The problem is that 60% of the population must get infected to develop herd immunity, so the total deaths that would be incurred at the current US mortality rate of 5.96% will exceed 11 million people unless a vaccine becomes broadly available. The critics will cry that there’s more infected than were tested, (no thanks to the “see no evil” policy), so the mortality rate calculation denominator should be larger. Well even though both mortality and infected statistics are probably grossly underestimated, we can cut that mortality rate in half so Trump is only suggesting the sacrifice 5.5 million Americans for his glory.
I don’t think herd immunity is a plan of the Trump Administration, I doubt they even have a plan. If we get herd immunity, it will be by default and you can bet Trump will claim that as his idea and praise himself for it, but not the millions of fatalities that will result.
