He didn’t say he wanted a war, but a war might not be avoidable “at all costs.” I believe nobody wants war, especially not as strong as the Germans and other Europeans wanted it before WWI. However, if people start getting arrested by more than just dozens (which is the situation right now) and even by hundreds or thousands for simply not complying to vaccine mandates, then we would have a war on our hands. So far, only dozens have been arrested. But if the Canadian government (and any other government) starts to kick down people’s doors because 1. they were part of the protest 2. they donated to the protest and/or 3. they have refused the vaccine, then it’s definitely war.

Although I wouldn’t call it “martial law”, the bigger problem is that it *could* be martial law sometime far down the line. Some future PM many years away can invoke the Emergencies Act on any slight civil disobedience (be it BLM, climate change protestors, etc.) and the precedent will have already been set here that this is the threshold.

The alternative argument is that people are breaking the law while accusing the government of breaking the law. Most Canadians don’t have as much of an issue with what they are protesting, but rather how they are going about doing it. Occupying a downtown core for weeks on end while blockading major border crossings that millions of jobs rely on isn’t the way to conduct a protest.
