A ‘witness’ can be a lot of things. Of course there have been human witnesses already who the GOP calls career-burocrats, in line with their Führer who has to insult good people every day. But there are enough other substantiating, circumstantial, non-disputed tv/radio/interview/tweet material witnesses.
