The standard “i do not recall” or “to the best of my recollection” is the way they get around perjury. Thats why the answers were written by Trump’s lawyers and he didn’t speak to Mueller as he would have lied.

That title: “May Have Lied…” Oh come on, is he even capable of telling the truth? Has he ever spoken to anyone without spinning tales, embellishing stories, or hyping himself up? Of course he lied!
“May have” probably refers to the fact that a lot of his answers to Mueller’s questions were “I don’t remember” or similar. Given that he’s demonstrated he’s one of the duller tools in the shed, it’s plausible that he legitimately forgot. Realistically that probably won’t defend him against perjury, since something like that seems like it would be difficult to forget, but him forgetting does seem within the realm of possibility.
