Incorrect. The state department career officials in our embassies handle the majority of the job in regards to our allies. It is not uncommon for a donor to be granted ambassadorship to an ally as a reward. While I think this is bad practice and should stop, I recognize as long as someone is doing the job then it’s not against our national security interests.
