Under that guideline, US metal suppliers can (and do) purchase steel that was actually ‘made’ overseas. Ex: All our steel at my former and latest employer came from India, China, and Hungary. And guess where those countries got their steel from? From junked US metal products, bought on the extreme cheap, melted down, processed, formed, then sold back at a good profit at a cost that US steel products can’t beat. Many, many times I and others have spoken with our US metal suppliers, urging them for parts made from US-made steel. And always the same response: Very difficult to do. One time, one of our suppliers lied to me, assuring me that the order for US-made pipe flanges were indeed made in the US from US steel; nope. They came stamped as having been made in India.
