In his nightly address, Ukrainian President Volodymyr Zelensky addressed Russian citizens directly, informing them that the announcement of a partial mobilization is an admission that the Russian army has failed in Ukraine.
Zelensky also said Russians who have done nothing to resist the war are accomplices to war crimes and torture in Ukraine.

The US and NATO should not be fooled by Putin’s announcement of partial mobilization of 300,000 reservists, it is a full mobilization as many people reported that young men without any military background also got summoned to the commissariat. Therefore, the US and NATO need to train more Ukrainian fighters. Each NATO member country should train 10,000 new Ukrainian fighters every three months, combat soldiers need three months of training, medic and logistic soldiers need 1-2 months of training should be sufficient.

He is trying to use up all the troops he can without using his main army. Which is interesting because no one is going to attack Russia if he uses his main army. I guess it is just in case someone tries to if they move entire military to that front. It is actually a good thing for the Ukraine that he does not want to take that risk.
