Unfazed, Trump claimed he had paid 'millions' in taxes and says all business leaders do the same 'unless they are stupid'. Biden then went on to tell Trump 'you are the worst president America has ever had'.

@Dapper Canuck Actually, The president can pass executive orders which bypass the legislative process but congress has the power to overturn an executive order by passing legislation that invalidates it which I guess would still have to go through the legislative process and is most likely what is being implied here.
