@Gavriel Akhadu 1) the Chair has discretion to allow a witness to go over time slightly to finish his point. So the rules were not broken by Nadler.
2) if a member believes proper order isn’t being followed, the rules allow them to address the Chair and declare Point of Order, then the proceedings are suspended while the point is discussed. Banging on the table is NOT following the rules and should result in being expelled by the Sergent at Arms. Nadler was being nice.
