  1. It’s the structure of bed funding and the decades long three way loggerheads of big government, doctors and unionized health care workers that spurs this problem.
    Add the ceevee nine=teen limited bed designations and the bureaucratic wrangling only amplifies. Then you let go some workers for what again?
