OMG I am so so sorry to hear of the two children who were washed away. My heartfelt sympathy and condolence to the parents, friends, family, neighbours, the school and everyone who knew these children.

167 teachers seems small in the scheme of things. Also, are the teachers leaving concentrated at a few schoools? That’s the insight that would determine if schools have serious problems.
Hope this is not a smoke screen to cover under performing schools.
