That scenario is completely plausible.
Why was he not immediately taken down / arrested or tasered if truly needed? These clowns just let it draw on longer and longer. They let him continue to risk his life and the safety of others as well as obstruct traffic. Pure insanity and yet another highlight of the incompetence of cops in Canada
