1) He didn’t have the power to indict a sitting president. The office of the president is immune from FEDERAL prosecution so..
2) If you’re going against the most powerful seat in the country, there can not be a single shadow of doubt, nothing left to chance and…
3) a- trump refused to testify at all much less under oath. b- he would not turn over any of the evidence requested. c- he tied up key witnesses in supreme court cases that wouldn’t be resolved in years.
4) He was being pressured to wrap up by the then acting AG, so seeing the writing on the wall…
5) he saw enough criminality that… a- he was able to enacted 15 indictments, 3 who have received pardons from trump. B- apportioned a good deal of his case to jurisdiction where trump couldn’t intervene or be immune from, the SDNY, the one in CA, and the one in DC. C- he wrote his report and left it for those who could indict/impeach a president, Congress. But then the DOJ AG Barr ran interference and heavily redacted the report and gave a misleading summary of it such as that Mueller had to go public and avert that that is not what he wrote.
