In any case there is no such thing as 100% Intel, that’s the nature of the beast. But with Intel of this significance, the CinC _must_ be alerted so he/she can make appropriate choices in their ongoing relations with Russia. There’s simply no way he wouldn’t have been informed, but he won’t even take responsibility in saying he heard it and assessed it to be unsound. He has no reason to deny knowledge if the Intel is genuinely insufficient; as you say his denial of awareness is simply cover for his inaction.
