No province should have to ask permission from the federal government. Quebec doesn’t have too.

Perhaps a constitutional change it’s needed it’s clear both the provinces and the federal government are at odds in certain jurisdictions specially if resources extraction is on treaty territory, until that’s solved and voted on problems will remain
