in 31 States and D.C. an A.I. system called ERIC (Electronic Registration Information Center) is used that cross-references about 8 official government databases to eliminate any ineligible people on the list from before and add eligible voters previously not included. This is done initially to clean old voter rolls. It ensures no duplicate entries due to multiple addresses or moving intra-State. It does this process initially when a State first uses the system then it maintains the list constantly with regular cross-referencing. The other States use similar or multiple systems, although they are not as efficient and are labor-intensive. I won’t get into Texas, who are intentionally not maintaining their voter roll and are often in court about it.
The processed list for every State has only one entry for every *eligible* voter and ballots are only sent to listed *eligible* *registered* voter. Cats, dogs and illegal aliens will not be on these *eligible* voter lists that are officially verified from official government databases. The following are the official lists used by ERIC:

National Vital Statistics System
U.S. Citizenship and Immigration Services (USCIS)
U.S. Postal Service
U.S. Social Security Administration
DMV
Federal Bureau of Prisons
U.S. Military Personnel and Veterans Database
Department of Veterans Affairs

National Homeless and Low Income Voter Registration
ERIC also establishes a one-way hashed identifying voter-specific barcode for every voter on the list. The barcode is on the mail in ballots and on the official verified voter list. When that barcode gets scanned after it is returned, it tags the verified list and cannot be used again. This ensures only one vote per voter. Also, if a person decides to vote in person, the entry on the list is also tagged as voted so cannot be used again.
Furthermore, the USPS uses an Intelligent ballot barcode on all mail in ballots sent. It is unique and can be tracked from start to finish. With an app (there are a few), voters can track their own ballots.
All these systems work so that fraud is nearly impossible and is easily identified and located if attempted.
