Also, there is a small portion (that 1%) that is NOT paying their fair share. And if your example is accurate (not denying, just not certain myself) then that is not a fair representation. Which is what I am emphasizing here. I appreciate the information.
I also may amend my original desire for fairness to equity, which seems a more apt description of fairness in this kind of situation/discussion.
