“they?” A woman has laid criminal charges; resigning doesn’t get him out of that. If by “they” you the NY AG, I doubt they could prove criminal intent so they wouldn’t proceed with it anyway. A class-action suit in negligence could work. But covid ripped through senior homes around the world like wildfire, and nobody handled it well, so it would be a study in relative ineptitude.
