not deep enough water pipes is the problem, in the NE pipes are min 4ft below the surface, Texans are ignorant if they think pipes don’t freeze in the south.
Things have already been deregulated in many instances due to covid. That is really just a release from liability and accountability. Consumers have little recourse.
