The guidelines are laid out along with the definitions, narrow or wide. And they need to follow them.

The emergency act invoked in February that froze bank accounts and gave police the power to beat veterans on war memorials and have horses run over elderly indigenous women.

The supreme Court should be the institution to decide if the legal threshold has been met. It doesn’t matter what this CSIS guy personally thinks. It’s all about what the act says.
