They have identified a suspect who is suspected of committing multiple crimes, and are now gathering evidence to obtain an indictment or to prosecute the suspect. This is how the legal system works. Al Capone, for ex., was not prosecuted for all of his crimes, but rather for tax evasion
He needs to quick law and go into acting. He may just land a job in a mob movie. Literally he has the look….the voice… the wardrobe. A director wouldn’t have to invest much here. He just nailed his audition.
