There won’t be tens of thousands of jobs. GM Canada’s website say they employ 5,342 employees. VW will only be manufacturing batteries, and those plants are largely automated. Sure, there will be construction jobs, but tens of thousands? Only Ontario jobs too

Canada should simply nationalize the abandoned subsidized project, and not have civilians paying for foreign automotive owners component costs.
