FACT CHECK ALERT!!! You posted the HOUSE version of the spending bill, passed by the HOUSE back in July. This isn’t the completed bill. It doesn’t include the Senate version of the spending bill, nor is it the final bill. Soooooo…learn how bills are passed. And the final bill does, in fact, appropriate spending. As for budget authority, that’s what Congress does and that’s what the Omnibus bill is. Congress holds budget authority, i.e. more commonly known as the “power of the purse.” Nobody else.
