That was for after the war. The Emancipation proclamation while it got the ball rolling, initially freed no one: since it only applied to “Slaves in Confederate held territory.”

    3. @Carl Cushman Hybels I know, that other person didn’t. She said Lincoln freed the slaves. He was assassinated in April 1865 13th amendment wasn’t ratified until December.
