Stimulus qualifying income limit should be based on a states income averages. This way support will go to those who need it based on a sensible calculation.

What about helping homeless to get employed by giving them an address. That’s a start to helping get them off the streets. Re-open mental health clinics shut during Reagan era, substance abuse that also plague the homeless. Build Back Better by bringing the lowest in the communities up to functional status.
